Background

The New York Times reported in December 2025 that the standoff between the United States and Venezuela had led both countries' militaries to jam satellite navigation signals in the Caribbean. It cited Stanford data showing that at least one in five Caribbean flights had had GPS problems since early September 2025, and an analysis by Spire Global that found Venezuelan forces jamming GPS around military installations, oil refineries and power plants (The New York Times, December 2025). Venezuela's defence minister, Vladimir Padrino López, blamed US military escalation and electronic warfare in the Caribbean; Copa and Wingo suspended flights after their pilots reported intermittent navigation signals (El Espectador, December 2025).

In January 2026 a safety alert from ICAO's Pan American regional aviation safety group said airlines and air navigation providers had reported a growing number of jamming and spoofing events in the Maiquetía flight information region and neighbouring Caribbean regions, lasting from seconds to minutes and sometimes with a loss of ADS-B (ICAO RASG-PA, January 2026). In an April 2026 paper to ICAO, the airline associations IATA and ALTA gave their assessment that the rise is linked to military operations and to government countermeasures that protect infrastructure from drones (IATA and ALTA, April 2026). Only hexagons whose centre lies inside Venezuela's borders are counted, so hexagons in neighbouring countries and out at sea are left out. The map is framed on 0.6 to 12.2 and -73.4 to -59.8.
